Kenya’s CA Proposes CCTV, ID Checks for Cybercafes; Kenyans Invited to Comment on the New Regulations

The Communications Authority of Kenya (CA) is proposing a shakeup of cybercafe regulations in the country, as detailed in the Review of the Telecommunications Market Structure document published on December 24th, 2024.

The new plan would see cybercafes issued licenses under a new category, replacing the current Public Communication Access Centre (PCAC) designation. This is according to the CA, which highlighted the need for clearer regulations.

“It is notable that there is also a very large number of entities operating as cybercafes countrywide, that pose regulatory challenges that closely mirror those of the ordinary vendor Licence category,” the CA stated in the proposal.

The proposed “Internet Cafes” license would come with stricter requirements. Establishments would be required to install CCTV cameras, as per the CA.

In addition to video surveillance, cybercafes would need to utilize logging-in software and maintain detailed records of their customers.

Furthermore, the CA proposes that identification be collected from anyone using the internet browsing services at these cafes.

The public has a chance to weigh in on these changes.

Stakeholders and interested citizens are invited to submit feedback by January 23rd, 2025.
